Engineering

PEK utilizes a Front-End Loading (FEL) approach to engineering that consists of three distinct phases. FEL is a valuable process that can significantly improve the success of a capital project when executed effectively. The process involves the development of strategic information and key documentation necessary for project owners to address potential project risks, make informed decisions, and maximize the potential for project success.

 

The three phases of FEL are:

FEL 1: Opportunity Identification and Assessment

FEL 2: Scope Development and Conceptual Engineering

FEL 3/Front-End Engineering Design (FEED): Execution Planning and Basic Engineering

 

When utilized as a formal stage-gate process, FEL can be used as an approval process with gates after each phase to allow key stakeholders to make informed decisions regarding investments. Each gate must be passed before proceeding to project execution.

Individual phases of FEL, such as FEL 3/FEED, can also be performed standalone depending on the level of planning required for a given capital project. TIC stands for Total Installed Cost, which is the sum of all costs associated with a capital project, including engineering, procurement, construction, commissioning, and start-up costs. TIC estimates are an essential component of the FEL process and are typically provided during the early stages of a project.
